An Administrative Instruction usually follows from the Under-Secretary-General for Management. An AI provides the ‘how-to’ procedures for carrying out the policy or change. When even more specific details in procedures are required, Guidelines in support of an AI may be written.

Deputy Secretary-General: Supports the Secretary-General in ensuring inter-sectoral and inter-institutional coherence of activities and programmes and to support the Secretary-General in elevating the profile and leadership of the United Nations in the economic and social spheres, including further efforts to strengthen the United Nations as a leading centre for development policy and development assistance.

Management Evaluation Unit: The first step in the UN’s formal dispute resolution process. The unit assesses cases and provides management with a chance to correct an improper decision and/or provide an acceptable remedy, thereby reducing the amount of cases that go to the tribunal stage.

Office Human Resources: Develops the regulatory human resources framework; strategies; policies; and, directives and provides policy leadership in organizational human resources management areas for all Secretariat staff.

Office of Internal Oversight Services: Assists the Secretary-General in fulfilling his oversight responsibilities in respect of the resources and staff of the Organization through the provision of audit, investigation, inspection, and evaluation services.

Office of Legal Affairs: Provides a unified central legal service for the United Nations and contributes to the progressive development and codification of international public and trade law.

Office of Staff Legal Assistance: Provides free and independent legal advice and representation to UN staff who wish to challenge an adverse administrative decision, or who are subject to disciplinary action.

Responsible Official

An SGB establishes the directives for and implementation date of policy and mechanisms related to the Staff Regulations and Staff Rules or decisions adopted by the General Assembly, or any important decision decided by the Secretary-General.

Senior Management Group: The high-level body, chaired by the Secretary-General, which brings together leaders of United Nations departments, offices, funds and programmes.

United Nations Dispute Tribunal: The initial tribunal UN staff members apply to when they wish to challenge an administrative decision made by an entity over which the UNDT has jurisdiction.

United Nations Ethics Office: An independent, confidential and impartial resource for staff who seek advice before engaging in an activity, to avoid and manage conflicts of interest.
